Microsoft released Windows 10 on July 29th, 2015. No doubt you have seen the notifications prompting you to update for free. Most new computers are pre-installed with Windows 10 now.

The newest version, and the current gold standard in Act! compatibility. v18 is certified and patched to run on Windows 10 with no problems.
Act! v17.2

Works, with some errors.
v17.2 will install and mostly run on Windows 10, with some errors. The most common error is a message every time you close the program: “Object reference not set to an instance of an object.” The error can be dismissed without trouble. The Documents tab is bugged too.
Act! v16.3

Works, with more errors.
v16.3 has had no updates since Feb 2015, and Windows 10 was still in beta at that time. Nonetheless, it runs about as well as v17. Act v16 was originally designed for full Windows 8.1 compatibility, which was a very similar OS to Windows 10.
Sage ACT! 2013 SP 1

Don’t count on it.
We’ve seen Sage ACT! 2013 databases installed on Windows 10, but mostly it’s relied on pure luck. This is a product that was designed back when Windows 8 was still young. If you like to avoid headaches, and still want to continue using Sage ACT! 2013, then stay far away from your Windows 10 upgrade.

Guaranteed Problems.
With more emphasis than stated with Sage ACT! 2013, you’re only relying on luck that it will work. You’ll absolutely run into application crashes and errors at every turn with such an old Act! version on Windows 10 — if you even get it to install at all.
